Moscow Will Get
New Production of Veterinary Drugs

BinoMedVetService will invest RUB 500+ m in the construction of a plant that will produce at least five veterinary drugs. The city has already rented out to the investor a 0.3-hectare land plot in the South-Western Administrative District.
At the end of last year, the Moscow Government awarded BinoMedVetService the investment priority project status (IPP), which entitles it to significant tax and non-tax benefits.

For example, the total tax burden for an investor can be reduced by a quarter when the status is granted:
  • 21% reduction in profit tax (it will be 13.5% instead of 17%);
  • 99% reduction in land tax;
  • zero property tax.

In addition, the IPP status enables BinoMedVetService to receive a preferential rent rate for the land plot: it will be only 0.01% instead of 1.5% of the cadastral value.

The city has signed an agreement with the investor that stipulates economic and property obligations of the project initiator as well as the return of all received benefits with the corresponding penalties in case of the company's default on its obligations.

The number of companies with special status suggests that this support mechanism is demanded by investors. 13 investment priority projects will be implemented in Moscow: creation of technoparks, an industrial park, food manufacturing facilities, a vehicle parts factory, reinforced concrete products plant, a museum and exhibition complex, gerontological centers. The aggregate investment in these projects will exceed RUB 32 bn. The new enterprises will create 10,000 jobs.

When businesses implement projects with IPP status, the city receives localized productions, a reduced price for manufactured goods, and an increase in the tax base. Moscow create favorable conditions for import substitution and production of products with high added value and export potential.
